The 1860 – Controversial mixed-use complex in Los Feliz gets green light

The city has given final approval on a controversial mixed-use development in Los Feliz that is dramatically scaled down from its original plans.

Dynamic Development Company will begin construction on its planned 87-unit residential project, despite appeals from opponents. The Los Angeles City Council gave the green light this week.

Dubbed “The 1860,” the mixed-use apartment complex will rise on the corner of Franklin and Western avenues. In addition to the two existing residences, a Valero gas station will also be demolished to make room for the project.

The city’s planning commission had unanimously approved the development in February. Six appeals followed, but plans were allowed to move forward.

Once completed, the complex will include the 87 units — 11 will be set aside as affordable — along with 6,000 square feet of commercial space and 112 parking spaces.

In June 2016, developers proposed a nearly 100,000-square-foot complex. Those plans called for a 96-unit apartment complex — 16 of which would be affordable — with 5,500 square feet of commercial space.
