Downtown Los Angeles Community Plan update envisions a “sustainable, equitable and inclusive future for the City’s urban core.” Unanimously approved by City Council on May 3, 2023, DTLA 2040 is moving through the City’s process to become implemented as an ordinance. DTLA 2040 nearly doubles the area where housing is currently permitted within downtown, eliminates parking requirements and introduces a Community Benefits Program to incentivize affordable housing. In addition to utilizing form-based standards for development, DTLA 2040 includes significant changes to FAR and density standards for certain properties.
