CA Ventures plans student housing with retail

For years, developers have eyed the iconic Felix Chevrolet dealership as an opportunity site just steps from the USC campus. And now, it seems that someone has finally made the deal work.

This week, an entity affiliated with CA Ventures submitted an application with the L.A. Department of City Planning seeking approvals for the construction of a mixed-use student housing complex at 3100 S. Figueroa Street. The proposed project, which would rise from the northern half of the dealership at 31st Street between Figueroa and Flower Street, calls for the construction of a seven-story building featuring 418 apartments.

Requested entitlements include density bonus incentives, which would allow the construction of a larger building with more housing than otherwise permitted by zoning rules. In exchange, CA Ventures would set aside 84 of the new apartments as deed-restricted low-income affordable housing.

KTGY is designing 3100 Figueroa, according to a representative of the firm. According to a landing page on the firm’s website, the building would include a total of 1,242 student beds in apartments ranging from 363 to 1,312 square feet in size, as well as 309 parking spaces and 12,000 square feet of ground-floor retail space.

Renderings show a contemporary low-rise structure, with arcades covering the ground-floor commercial space and several amenity decks on upper floors. Additionally, images show new landscaped open space built onto a vacated segment of 32nd Street which previously bifurcated the Felix dealership.

The project is the latest in a recent string of developments from private firms targeting students at USC, following new residential-retail buildings from Core Spaces at 2722 S. Figueroa Street and 3800 S. Figueroa Street.
